History:
Unlike the federal and state judiciaries, tribal judiciaries have not had access to a national resource center to assist them with materials and guidance to help to improve the operation of tribal courts. The need for a tribal justice center was documented in the 1978 National American Indian Court Judges Association (NAICJA) study entitled Indian Courts and the Future. The unmet need for a resource center was raised again in 1988 during testimony presented at the “working conference on court systems in Indian Country” and the U.S. Senate Select committee on Indian Affairs hearings on Indian tribal court systems and the Indian Civil Rights Act. In June of 1998, NAICJA’s Executive Committee again proposed the development of the resource center in a meeting with Attorney General Janet Reno. With the awarding of the technical assistance grant to NAICJA, the National Tribal Justice Resource Center (Resource Center) finally became a reality after decades of work and advocacy. On September 1, 2000, the Resource Center opened its doors and became a source of daily support and technical assistance to Native American and Alaska Native tribes for the development and enhancement of tribal justice systems. The Center initially shared office space with the National Indian Law Library (a project of the Native American Rights Fund) in Boulder, Colorado, but has now moved into its own offices at 3333 Iris Avenue in Boulder, CO. For the first time in history, many of the key organizations that provide training and technical assistance to tribal justice systems will be working together to pool resources and assess the need for new ones.

We are an Indian owned Electronic Home Confinement Service dedicated to providing Tribal Courts with a professional alternative sentencing program. History:
Small Eagle Electronic Home Confinement (EHC) was founded in September 2005 by David Rogers (Nez Perce Tribe) as an Indian owned provider of EHC service to Tribal communties. David Rogers is a 30 year Criminal Justice professional with 8 years as Program Manager for Electronic Home Confinement in Clark County, Washington. The primary goal of Small Eagle EHC is to provide a funding source in support of the National Indian Youth Police Academy while offering a professional alternative sentencing program for the Tribal Courts. Small Eagle EHC also makes scholarships available for Tribal justice professionals to attend various justice training programs. Though a new business, the Small Eagle EHC staff bring a combined total of nearly 100 years of Criminal Justice experience to the business.

Small Eagle EHC provides 24 Hour/365 days per year Electronic Home Confinement monitoring service for Tribal Courts. Using the most current technology, Small Eagle provides EHC service that includes alcohol testing, lockdown and curfew monitoring, automatic violation reports to Tribal officials for both adult and juvenile defendants. Small Eagle also provides training to Tribal staff in the use of EHC equipment and report interpretation. Small Eagle EHC provides 24 hour support for tribal officials. The Cornell Companies has a long history in America as a leader in the adult corrections industry, and more recently in the juvenile offender treatment field. A multi-million dollar facility, Southern Peaks Regional Treatment Center, located in Colorado opened in 2003 to serve youth through out the west and mid-west portions of the United States. In 2006, the Southern Peaks Regional Treatment Center, acknowledged the need for specialized Native American youth treatment services and began program development efforts leading to the creation of the Medicine Bear Youth Treatment Program.
